Because in the past, playing cards had to be made manually and individually and only craftsmen with artistic skills were able to create cards, only the wealthy had access to them which made them so desirable amongst common people.

India, Ancient Persia and Mesopotamia were all cradles for games of chance. It is believed that the game of backgammon originated from these areas. At first, the game of throwing dice was closely associated with divination which is the art of forecasting the future with signs created from runes, stones, bones, and pebbles. Then, it became a common game of luck that includes throwing dice.
