Cinderhulk is a 25% bonus HP booster, much like Deathcap is for AP.
Vlad gets bonuses for both due to his passive. Bonus HP is converted into AP, Bonus AP is converted into HP. This is why high HP vlad and high AP vlad can be such a terror.
Running smite in lane may seem stupid, but you need to remember skirmisher is a huge damage reduction on you for dueling. While it doesn't grievous wound like ignite does, it is off cooldown 100% of the time as a laner.
So for a build I"d do something like
Dorans Shield - > SKirmisher Blade - > Boots -> Cinderhulk -> WoTA-> Sorc Staff -> Warmogs -> Deathcap
