Lincoln wanted to pardon all ex-confederate soldiers who swore to support the constitution and the nation. Many people in congress felt that his plan would only restore power to
the plantation owners. At this time of the assassination, Lincoln and Congress simply could not agree about the issue. Andrew Johnson's plan was harsher than Lincoln's. It allowed
for the pardon of very few soldiers and officials and ordered the confiscation of the largest plantations. It was supposed to overthrow the established order and allow small farmers and tradespeople to take political control in the southern states.
