-absence of genuine, measurable goals. More of a compliance model to what agreements the government has signed than a “strategy”. No firm commitments on government end (i.e. funding, what government will do), lack of consultation and collaboration with Aboriginals (i.e. TEK, amendments to IPAs, comanagement). How do you scientifically measure connections to nature? It is doable but not quantifiable

-no policing the goals, who is accountable for the outcomes.
