Basically your isp measures speed in megaBITS and whatever you're downloading from usually measures speed in megaBYTES. A byte is 8 times larger than a bit. So 250/8 = 31.25 megabits which is still more than you said (2.5) but that could be because your network is congested by Netflix or other high bandwidth applications or possibly you could be connected by WiFi and have a poor signal. Another idea is that the server you are downloading from is being bogged down from others downloading the same files or the server is far away such as the EU or across the nation. There are a couple more reasons why and I suggest you look them up and see if you can fix them to achieve higher speeds. Also running a speed test should give you a number closer to your speed and help you troubleshoot the issue.
