Der Anteil der Windenergie an der Stromversorgung soll daher auf mindestens 15 % bis 2020 ausgebaut werden.
Raumordnerisch erfordert dies vor allem die Sicherung von Standorten für die Energieerzeugung aus erneuerbaren Energieträgern, wie z. B. Wind, Biomasse, Sonne, Geothermie, Wasser. Durch die Umstellung der Energieversorgung auf erneuerbare Energien kommt es zunehmend zu einer fluktuierenden Stromerzeugung. Daher bedarf es der raumordnerischen Vorsorge für die Speicherung erneuerbarer Energien.
Die von den Trägern der Regionalplanung zeichnerisch festgelegten Vorranggebiete für die Nutzung
der Windenergie sollen mindestens folgende Flächenkulisse regionalplanerisch sichern:
Planungsgebiet Düsseldorf 3.500 ha,
Planungsgebiet Köln 14.500 ha,
Regional- und Bauleitplanung sollen das Repowering von älteren Windenergieanlagen, die durch
eine geringere Anzahl neuer, leistungsstärkerer Windenergieanlagen ersetzt werden, unterstützen.
Kommunale Planungsträger sollen die bauleitplanerischen Voraussetzungen schaffen, um die
Repowering-Windenergieanlagen räumlich zusammenzufassen oder neu ordnen zu können.
Planungsgebiet Düsseldorf 3.500 ha (1,7 TWh/a),
Planungsgebiet Köln 14.500 ha (8,0 TWh/a),
höher als 50m BImSchG
