Rusya Merkez Bankası, kripto paralar için hiç bir zaman olumlu yönde görüşler dile getirmemişti. Bu sebeple başkanın yaptığı açıklama pek de sürpriz gibi gözükmüyor. Finopolis forumunda yaptığı açıklamada, Nabiullina:
'' Rusya'nın Merkez Bankası olarak bu konu üzeride çalışıyoruz ve ulusal bir kripto para birimi çıkarma ihtiyacı bizim için net değil. Sadece teknolojik nedenlerle değil, aynı zamanda ulusal dijital para biriminin, örneğin mevcut elektronik nakit ödemelere kıyasla ne gibi avantajlar sağlayacağını tahmin etmenin zor olduğu için''
Benzer olumsuz gelişmeler ve açıklamalardan sonra Rusya'nın en büyük bankası olan Sberbank, Mayıs 2019'da kendi kripto para birimlerini geliştirme planlarını iptal etmeye karar vermişti. Üstelik bankanın CEO'su Herman Gref'in Bitcoin savunucusu olarak bilinmesine rağmen.
Rusya'da çıkarılması beklenen ve Putin'in de desteklediği görülen, Dijital Varlıklar Düzenleme Yasası'nın bir kaç defa Devlet Duması tarafından ertelenmesine şahit olunmuştu. Son ertelemede tasarı hazırlıklarının henüz bitmediğini belirtmişlerdi ve hedef Kasım ayı gösterildi.
Tasarı her ne kadar olumlu ve destekleyici olarak yansıtılsa da, Rusya Maliye Bakanlığı'nın Ruble'yi korumak adına kripto para birimlerini suçlayacağı bekleniyor. Bütün bu gelişmelerin ışığında Rusya, kripto para birimleri için sağlam bir kapı olarak gözükmüyor.
