What are the two reasons for producing an energy performance evaluation for a building?
To Enable the establishment of regulations regarding energy performance of buildings and to encourage building designers, owners, operators and users to improve the energy performance of buildings are the two reasons for producing an energy performance evaluation for a building.

Describe some steps required to complete the audit of any building.
There are usually 5 steps involved when completing an energy audit of any building
1) Data Collection - the auditor would start collecting some preliminary information on the energy consumption of the facilities and some technical details such as process diagrams, drawings and equipment inventory.
2) Field Work - At least one on-site visit is required, with the aim of gathering all the information needed for the study depending on the defined scope. This information includes collecting details of the energy consuming equipment such as brand, model, power and hours of operation.
3) Analysis of energy consumption and performance of energy accounting - all the operations of the organization must be analyzed, as well as the equipment consuming higher energy.
4) Analysis and development of energy saving measures - once all the data collected has been analyzed, energy saving measures can be identified. The information collected and analyzed enables the auditor to detect energy saving measures to reduce energy consumption.
5) Energy Audit Report - following the energy audit, an energy audit report must be issued, which should include at least the following information:
Technical scope, Methodology ,Suggested energy saving measures and Conclusions.

Determine four energy saving techniques which are cost neutral to building users.
The four energy saving techniques which are cost neutral to building users are as follows:
Harvesting daylight by placing employees who require a high level of illumination adjacent the windows. In-cooperate occupancy and daylight sensors which would control the ambient lighting dependent on the presence in the room and balance the load of the lighting in reference to the daylight present in the room at the time, dimming or improving the level of light required. Install monitor power-management software which would shutdown a work station after a period of time of non-usage due to the machine/work station being left behind turned on after hours wasting electrical power. And lastly change out all of the old light fittings making sure every room and occupied space is fitted with the latest LED's which last longer than conventional lighting and use less than half the wattage consumed by older lamps.

Develop a five step plan that can be implemented in most commercial offices to reduce energy consumption.
