Çok Sektörlülük
Esas alınan temel değerlerin ilki çok sektörlülüktür, Batı Karadeniz Bölgesinin vizyonu, mevcut ekonomik ve sosyal yapısının analizleri neticesinde belirlenmiştir. Gerçekleştirilen çalışmalar sonucunda bölgenin istihdam sorunu olduğu ve istihdam sorunun nedenlerinin başında ise bölgenin madencilik ve demir çelik sektörü odaklı bir gelişim göstermesi ve zaman içerisinde yalnızca bu sektörlere ağırlık verilmesi nedeniyle sektörel çeşitliliğin sağlanamaması gelmektedir.
Sürdürülebilir Kalkınma
Sürdürülebilir kalkınma, insan yaşamı için gereken ihtiyaçlar ile doğal kaynakların kullanımı arasında gelecek nesilleri de gözeterek, bugünden geleceğe uyumlu bir programlama yapılmasını amaçlayan bir yaklaşımdır. 2014-2023 Batı Karadeniz Bölge Planı, sürdürülebilir kalkınmaya bütüncül bir yaklaşımla bakmayı esas almıştır.
Katılımcılık
Dokuzuncu Kalkınma Planı’nda temel değerler bölümünde üzerinde durulan “toplumsal diyalog ve katılımcılığın güçlendirilerek, toplumsal katkı ve sahiplenmenin sağlanması” esası 2014-2023 Batı Karadeniz Bölge Planı’nın temel esaslarından biri olarak benimsenmiştir. Katılımcılık ilkesi çerçevesinde bölge il ve ilçelerinde çalıştaylar yapılmıştır.
