'Paralel yapı ne?'
Ankara Emniyet Müdürlüğü Terörle Mücadele Şube Müdürlüğü ile irtibata geçilmesi de istenen yazıda, grubun silahlı bir terör örgütü niteliği bulunup bulunmadığının tespit edilmesi istendi. Emniyetten ayrıca 'Gülen Cemaati içindeki örgütlü, devlete paralel yapının ne olduğu, kimlerden oluştuğu, nihai amaçları, örgütlenmenin şekli ve şeması, insan kaynakları ve ekonomik kaynakları, organizasyonun disiplini sağlama şekli, haber alma ve iletme usul ve şekilleri, yurtiçi ve yurtdışındaki bağlantıları, kimin adına ve neden hareket ettikleri, ellerindeki gücün büyüklüğü, örgütlenme içerisinde yer alan faillerin tespiti' yapılarak savcılığa bilgi verilmesi istendi.
'Terörü finanse eder mi?'
Emniyet Genel Müdürlüğü KOM Şubesi'nden Fethullah Gülen ve cemaatinin elindeki ekonomik gücün ülke içi ve dışındaki imkanlarının tespiti de istendi. Grubun elindeki imkanların terörün finansmanı için kullanılıp kullanılmadığı ve bu ekonomik gücün, eyleme kalkışmaları halinde hükümeti yıkabilecek veya anayasayı ortadan kaldıracak silahlı grupları veya organizasyonları desteklemeye yeterli olup olmadığının belirlenmesi gerektiği vurgulandı.
