December 20, 1893 President Cleveland sent a letter to Sanford Dole (president to the provisional government)
- Acknowledged the wrongness of the overthrow
- Asked Dole to resign and restore authority to the Queen
- Dole sent a reply stating his refusal to restore Queen Liliuokalani as the sovereign ruler.
July 4, 1894 proclaimed Hawaii a Republic (political system w/ powerful electorate)

- Government officials arrested rebels and accused the Queen of starting the rebellion
Queen on trial – in her former throne room in Iolani Palace
- Sentenced to 5 years in prison
- Spent 8 months on house arrest, then released on parole (conditional release)
* Queen Liliuokalani went to the United States to plead the cause of her kingdom, but it did not help
* August 1898, Hawaii officially annexed to the United States and became the Territory of Hawaii
* 1900, President William McKinley signed into law the Organic Act that made Hawaii a Territory

* Functioned as a constitution for the Territory until Hawaii became a state in 1959
* Included citizenship, voting qualifications, territorial legislature, governorship and judiciary.
