-other states wanted to escape a strong central gov., and/or economic bondage to New York
-Virgina wanted to create a system in which it could be the most powerful , or at least substantially powerful.
-Roche characterized the delegates to the convention by recognizing that the framers, collectively, were a political elite dedicated to establishing an effective, controlled national government that would be able to overcome the weaknesses of the Articles of Confederation.
-To compromise with states that wanted to utilize their larger population and leave those with a smaller population power. The bicameral legislative system in which the house is based of population and the Senate only has 2 people per state satisfies both desires.
