PHP / Python Dev For Web Input Tool + Maintenance

Hello there, our company needs a custom tool that:

-- Written in PHP and/or Python
-- Run on my VPS (WPHostingSpot.com)
-- Run at set intervals (ex: every hour)
-- Find rows in a Google Sheet which satisfy a simple condition (ex: Column A = "Yes")
-- Pull data from those rows
-- Log into a website with a globally specified username & password
-- Navigate to specific URLs within the website as specified in the data
-- Enter data in certain fields as specified in the data and submit
-- Update run information in a log
-- Send a notification if a run has an error (either Email or Slack)
-- Note: some interactions on the pages may require simple mouse positions and clicks

Tool's Dashboard should let us:
-- Enter the website's username and password
-- Specify the interval the tool will run at
-- Specify the Google Sheet's public URL
-- Download the run log
