AS an alternative they suggest following thing.
"If you do have a client that need to do a sign-in inside the captive portal, please send the client id, description of your portal and users and other details to [email protected]"
This is based on the reference from below link - by a person work with Google Identity Team.

So, ZSC have to create an google app and obtain the client id with other details. Then need to send those details to the above mentioned email and ask for exception on ZSC google client id.
