This document will provide a basic overview of the Ministry of Administrators. All personnel will be responsible for adhering to this document’s contents in order to ensure the proper execution of their responsibilities. Failure to do so will result in disciplinary action.
The Ministry of Administrators is the government agency responsible for the enforcement of in-game regulations at Border City through moderation and administration.
Game Administrators are responsible for patrolling Border City, ensuring that players are following the rules of the game. They are also to address reports of in-game incidents based off of sources from the various communication methods utilized by the Federation.
Game Administrators will be directly tasked with banning exploiters, removing TKing/RKing cadets, addressing admin abuse, alongside a plethora of essential tasks needed to operate Border City.



MINISTRY RANKING OVERVIEW

RANKS:
Candidates (Candidate Stage I - Candidate Stage III) are the newest members to the Ministry of Administrators. These ranks will be subject to intense scrutiny and a progressive system meant to familiarize them with the Ministry of Administrators.
Administrators (Junior Administrator - Senior Administrator) are composed of subordinate personnel. These ranks will be responsible for attending to the regular responsibilities of this ministry.
Staff (Adjutant Supervisor - Superintendent) ranks provide oversight for the candidate stages, and the Administration Trello. They also serve primary leadership roles for the Candidates and LR’s.
High Command (Chief of Staff - Minister) is the primary executive arm of the Ministry of Administrators. HC is responsible for the oversight of all ministry-related activity, alongside the introduction of adjustments to address issues within the ministry’s structure and procedure.

GREETINGS:
Candidate - Senior Administrator: Greetings.
Adjutant Supervisor - Superintendent: Greetings, Sir/Ma’am.
Chief of Staff - Minister: Greetings, [RANK NAME] [USERNAME]

QUOTA:
Administrators: 120 patrol minutes.
Thirty minutes of the Junior Administrator quota must be supervised.
Adjutant Supervisors + Supervisors: 45 patrol minutes, 75 supervision minutes.
Superintendents: 30 patrol minutes, 60 supervision minutes.



EXPECTATIONS AND CONDUCT

CONDUCT OVERVIEW:
Members of this Ministry are required to be strict, mature, and unbiased as possible.
Always address your colleagues and superiors properly, including officials outside of the ministry.
You are required to use grammar and be mature at all times while on-duty. Failure to present a professional outlook in this regard will yield consequences.
You are not allowed to order around anyone unless they are breaking game rules.
Failure to confront crime at the border, or other acts against the nation will result in prosecution by state authorities.
You are given special privileges as an Administrator while at the border. You are expected not to abuse them. Abusing your privileges will result in harsh punishments.
Do not Random Kill (RK), Team Kill (TK). Team killing refers to shooting friendly personnel. Random killing refers to killing innocents, such as non-hostile foreigners. Such actions are classified as manslaughter, and will result in criminal prosecution.
Patrols are to be conducted on the Politician team only. If you can’t utilize the team-selector to change teams, you shall use the :team command.
Do not break any IRF laws while off duty such as trespassing the border. Being a Game Administrator does not give you permission to do that unless you are on the Politician team, on duty and patrolling.
Follow the dress code and wear the correct uniform for your rank. Senior Staff+ are allowed to wear the uniform with the aiguillette.

DRESS CODE:
You must wear the correct uniform while on-duty at all times (The uniform can be bought from the group store. If funds are needed, DM any High Command personnel)
Legitimate Administrator or IRF Civilian medals are the only t-shirts permitted.
Your avatar’s skin tone must be a realistic color.
Packages, immature faces, and troll/unrealistic accessories are banned.

If you are not sure if a certain accessory is allowed, you may contact a higher rank to to clarify.
Failure to follow the Dress Code will result in punishment.

DISCIPLINARY SYSTEM:
A strike system will be in place to address failures to complete quotas. The first strike serves as a warning, two strikes will result in a demotion, and three strikes will lead to expulsion from the ministry.
One strike will be administered to individuals who fail to complete their quota, but fulfil at least ½ of their quota.
Two strikes will be administered to personnel who fail to complete at least half of their quota.
Conduct infractions will be addressed through the following disciplinary system, which will be overseen by ministry staff. These standards will not be uniform, as it is up to Supervisors (and above) to reach decisions on a case-by-case basis.
Minor infractions (such as a failure to address a rank properly, a dress code violation, mild immaturity) will first result in a warning or command to fix the issue by the disciplinarian. If the suspect fails to do so, they will be suspended for 24 hours.
Moderate infractions (such as disrespect, immaturity, “victimless”/light admin abuse, not abiding by ranking guidelines, etc) will result in an immediate 24-hour suspension.
Major infractions (major admin abuse, blatant disrespect for ministry guidelines, etc) will result in immediate expulsion (and being blacklisted) from the ministry.
If the suspension-worthy violation is executed again by the same suspect, the suspect is to receive a 72-hour suspension. If the violation occurs again, the user will be exiled from the ministry.
All conduct-related violations are to be logged appropriately under the trello, under the “Discipline Records” list.



PATROL/SUPERVISION GUIDELINES

PATROL GUIDELINES:
All ranks are required to meet a quota based on their rank. The minimum patrol time is 20 minutes.
Everyone is required to get a screenshot of their start and end time, proof of patrol, and proof of logs. When gathering proof of logs, type your name in the log search bar in order to see your logs and your logs only.
At the end of the patrol, follow the format on the trello and place it under the list titled “Patrol Reports”. There is no ban or kick quota, as those cannot be controlled by GA.
If you need to ban someone and you’re under the rank of Adjutant Supervisor, use the :ban command (if you’re in game) and file an incident report. Tag “staff” in the “trello updates” channel of the discord explaining that someone needs to be trello banned.
SUPERVISION GUIDELINES: FOR STAFF ONLY!
Staff ranks will be required to complete a quota consisting of supervision minutes. The minimum time for a supervision is twenty minutes, but supervisors are recommended to supervise the entirety of a patrol. A max of 2 administrators/candidates can be supervised at once.
Supervisors are to obtain evidence of their supervision from the beginning and end, with the supervised administrators or candidates being present in the screenshots. Screenshots of admin logs from all GA personnel present (including the supervisor) are also required.
During a supervision, the supervisor is to pay particular attention to what the administrator(s) are executing poorly and properly. If the administrator does something well, ensure that he/she knows it was executed properly. If the administrator fails to do something properly, inform him/her of the mistake, and how to correct it. Once the supervision ends, the Supervisor will reach a decision if the administrator has passed or failed the supervision. This decision is to be based on the quality of the administrator’s work, particularly how well they execute their responsibilities, and the quantity/severity of their mistakes.
At the end of the supervision, follow the format on the trello and place it under the list titled “Supervision Reports”.
