eles cobram por essa feature. esse lance de prebundle o map eh pra: offline geocoding, offline POI search (jah temos) e offline reverse geocoding.
nem no demo dos caras isso funciona - baixa o mapa offline, seta connectivity mode pra offline - o mapa baixado não vai aparecer.

o lance seria salvar os tiles localmente. esse prebundled map do skobbler guarda só o metadata do mapa. pra visualizar o mapa, ele deve mandar a info pro skobbler, ele renderiza e manda de volta a img daquele quadrante.

uma solução seria incluir um renderer local de .osm, pra gerar os tiles localmente. http://wiki.openstreetmap.org/wiki/Rendering
mas isso parece ser bem custoso.
