Basically, there's a city with heavily advanced tech that allowed it to build sky high-- it's seen as an utopian city, but, very few people are allowed to get in and most outsiders are fed things about how great of a place it is to live and how that everyone is equal there(since the city itself is basically a separate city state then the country and cities surrounding it). It has really high tec security to the point of having separate jobs for both people AND robots, and basically you have to get a preplanned ticket to get in OR out of the city... They also refuse to let anyone being any of the advanced tech, and even out of the city, they can easily find and track you down.
Though there is "equal rights" within the city, where ALL people have rights to property, jobs, etc and there's always new opportunities opening up,
