1. In 1951, in an article for the journal Astrophysics, that Dutch astronomer Gerard Kuiper speculated on a similar disc having formed early in the Solar System’s evolution. Occasionally one of these objects would wander into the inner Solar System and become a comet. The idea of this “Kuiper Belt” made sense to astronomers. Not only did it help to explain why there were no large planets further out in the Solar System, it also conveniently wrapped up the mystery of where comets came from.

2. Newton's law of universal gravitation states that every particle attracts every other particle in the universe with a force which is directly proportional to the product of their masses and inversely proportional to the square of the distance between their centers. Small KBos doesn't have their own atmosphere because the small amount of spacial extent they have. The smaller spacial area they have the smaller gravity force they will have to tie the gasses molecule. The inner planets are much smaller than the outer planets and because of this have relatively low gravity and were not able to attract large amounts of gas to their atmospheres.

3. No, the new perspective of Pluto and Kuiper belt object doesn't affect on why the inner planers are more rocky, or why the icy object tend to be icy.

Inner planet are closer to the sun hence, the heat from the sun evaporates the gases like hydrogen or helium. So only heavy weight dense metals such as iron, magnesium were left thus, the surface becomes rocky. Whereas, if you see outer planets,they have a thick envelope of lightweight gases. These gases can't escape because the sunlight does not reach the surface of the planets and these gases can't evaporate.
