In view of these facts, would it not be well to devote our undivided attention, first, to practical expansion, and later beautification? To carry to the beautifying plans of Mr. Burnham into effect would cost the citizens hundreds of millions if not billions of dollars. Practical expansion southward and westward of the business district would cost the people nothing but thought and energy, and it would yield untold millions of wealth to those who own or control the ground property. Where is the man that under those conditions does not with heart and soul enter into such a movement? The City Beautiful provides extensive plans for forest reserves many miles westward: for an extensive boulevard, semicircular in form, extending from some point on the north shore of Lake Michigan to some indefinite point southwestward, the right of way to be purchased by the people at a cost of hundreds of millions of dollars. The purpose of this boulevard are, I believe, twofold - to beautify and for a 'moral up-life ' to such as might wander thither. Would such a thing pay?
