In view of these facts, would it not be well to devote our undivided attention, first, to practical expansion, and later beautification? To carry to the beautifying plans of Mr. Burnham into effect would cost the citizens hundreds of millions if not billions of dollars. The purpose of this boulevard are, I believe, twofold - to beautify and for a 'moral up-life ' to such as might wander thither. Would such a thing pay?
