Iako su nosilizvučnu titulu cara , vladari nisu uspevali da objedine državu koja je bila podeljena na vojvodstva. Vojvodstvima su upravljali oblasni gospodari. Od fedualnih oblasti ponekad su se obrazvoale posebne države.. U takvim prilikama, vladari su jedini izlaz nalazili u osloncu na bogato građanstvo, a ponekad i na crkvu.
Međutim, upravo je s crkvom često dolazilo do nesporazuma, međusobica i otvorenih sukoba. Stvorili su se carevi i pape. Carevi su se mešali u crkvene poslove, a pape u nadležnostii prava vladara. Koristeći slabost crkve vladari su postavljali crkvene starešine- biskupe ( episkope ) i opate.
Pored toga ponekad su kupovana zvanja crkvenih belikodostojnika.
Protiv ovih pojava, nereda i rasula javio se otpor u samoj crkvi. Istaknuti borac za slobodnu crkvu, red i disciplinu bio je papa Grugur VII (1073-1085).
On je isticao da su pape iznad vladara. Vladari su samo vazali papa. Kao vazali vladaru su dužni da papi ljube noge.
