Background: At some point, a certain mad scientist in then 'modern era' fractured the dimension. This opened the world to supernatural forces. Over half the population died, but, as it would turn out, this power was already present in a far weaker existence. And now most everyone knows about their etheric body's existence.
Many learned to use this to gain supernatural powers.

After the 'Dimensional Fracture', most countries completely collapsed. They fractured into numerous smaller states. Generally, there will be: [Micro-State] A county with sparse localities and a large city as a county seat; [Meso-State/State] A number of counties under the leading county with is less sparse localities and a mega-city as a state capital; [Macro-State/other titles] A number of states under a wealthier core state and a Metropolitan Area as its leading county, with special districts including capital.

Levels: local (Rural=Territory > Areas 'unincorporated' / Urban=Municipality > Districts), county (with a county seat & self-sufficient), Region/Province (Leads multiple counties, with center county+capital city, Regional Governance such as networks/forces/infrastructure), Country (Leads multiple regions/provinces, military, large lands/influence/economy, usually decentralized), and Unions (more than one country united under treaties).

States refer to sovereign states, generally the size of a region/province as they were constituent states under the federal system. Counties are generally depopulated with the population centralized in the county seat, a large city. Core counties within Regional/Country/Union state will have higher populations and a Mega-city / Metropolis / Megalopolis, a Metropolitan area, as their capitals.

The 'Dimensional Fracture' created an extremely dangerous world and most people fled to cities for safety in numbers. Internal silos/missile defense systems combined with rapid response units surrounded by a labyrinth of connected zones using sandbags/t-walls/trenches/underground/barbed wire/mines/etc. mean few enemies can take a city with ease. Even there own forces are required to have and memorize maps to get through the zones. It is outside the cities and within them where wars are fought, as well as other external settlements.
