Çalkantılı ve endişe verici günlerde burada,Paris’te toplanıyoruz.Sadece birkaç gün önce,buradan biraz uzakta teröristler Paris halkına,dolayısıyla biz hepimize saldırıda bulundular.Her nerede olursa olsun terörü lanetliyoruz.Bugün buraya gelerek herhangi bir teröristten daha güçlü olduğumuzu kanıtlamış bulunmaktayız.
Bugün,150 ülkemin liderleri tüm ihtilaf ve farklı görüşlerin ilerisini görebilme ve çok açık bir ortak mesaj verme şansına sahipler.Mesaj ki gezegenimizin geleceğini belirleyecek?.Buradaki mesele gelecek nesillerin bel bağlayacağı kaynaklardır.Hepimiz bir an önce harekete geçmemiz gerektiğinin farkındayız.Bu,birkaç gün içinde uzlaşmamış gereken neticenin tanımlayıcı niteliğidir?.
Başta Fransa hükümeti ve Birleşmiş Milletler olmak üzere,bu toplantının hazırlanmasında emeği geçen herkese teşekkür ederek başlamak istiyorum.Uzun bir aranın ardından,hedefimize,bir uluslararası anlaşmaya varma şansına sahibiz.Basitçe söylemek gerekirse bu,sanayi öncesi seviyelerle karşılaştırıldığında,küresel sıcaklıklardaki yükselişin 2 C’nin altında sürdürülmesinden fazlası değildir.Bu hedef oldukça mühimdir.Fakat,ada ülkelerinin gösterdiği üzere bu yeterli değildir.Bundan dolayı tutkun,kapsamlı,adil ve bağlayıcı bir Birleşmiş Milletler anlaşmasına ihtiyacımız var.
