I did reach out to our products team about your autoresponder not firing for the contacts taht are trying to resubscribe a second time. They informed me that if you are using the WordPress plug in with our forms, it would send out a second autoresponder campaign. However if you are using the API with a 3rd party form, the autoresponder will not send a second time. I notice with the form you provided on my test contact that I was subscribed via the API: https://archeedrums.activehosted.com/app/contacts/31 and subscribed a second time, which will not trigger that autoresponder again.
If you are using a third party form, you may want to use automations with a start trigger like "tag is added" (tag will be added when the form is submitted) and then remove the tag at the end of the autoresponder, so that if they submit the 3rd party form again, the tag will be added again and they will trigger the automation.
