On behalf of the victim, the VA provides liaison assistance with other organizations and agencies on victim care matters.
The VA reports directly to the SARC when performing victim advocacy duties.
Sexual Assault Response Coordinators are military personnel and DoD civilian employees and contractors under the supervision of the senior commander.
They serve as the central point of contact on an installation or within a geographic area to oversee sexual assault awareness, prevention, and response training.
The SARC also ensures appropriate care is coordinated and provided to assault victims and that services provided are tracked from the initial report through final disposition.
Healthcare Providers are various medical personnel who may have initial contact with the victim reporting a sexual assault.
These victims, when brought to the emergency room, may meet an emergency medical technician (EMT); come into contact with a medic; be seen by a registered nurse (RN), an intern or medical resident, or a physician. Sexual Assault Forensic Examiners are a separate category of healthcare personnel. If the victim elects a forensic exam, the SAFE examiner may be a physician, a nurse practitioner, a physician assistant, or an RN.
The SAFE examiner provides medical and forensic evaluation of the victim and collects, packages, and documents all forensic evidence.
SAFE examiners require specialized training and additional practical experience.
Law Enforcement and Criminal Investigators will respond to a sexual assault when "Unrestricted Reporting" is selected by the victim. They will:
•Ensure the safety of the victim
•Provide emergency first aid or summon medical assistance
•Secure the crime scene to preserve and collect evidence
•Initiate the criminal investigation
If the sexual assault was reported using the "Restricted Reporting" process, law enforcement personnel are not involved
Chaplains are often the victim's first point of contact and have historically served as a source of spiritual guidance and support throughout the victim's recovery.
Under new SAPR guidelines, the chaplain maintains a close working relationship with the SARC, VA, and command as appropriate.
