The assumption is also ignoring the more extensive penetration of ELF components of modulated RF signals as well as the effect of brief bursts of heat from pulsed RF waves. These assumptions do not correspond with the current understanding of biological consequences of RF radiation. As such, they should not be used for health protective exposure standards.

In addition there is the fact that both ICNIRP and FCC are limiting their maximum exposure limits to local peak SARs that are based on the maximum speed of spatial absorption (psSAR) that is an inadequate dosimetric tool to determine the degree of exposure to RF radiation. Particularly it is inconclusive for frequencies above 6 GHz. In addition, psSAR is not been evaluated for RF radiation that is exposed to other environmental agents , such like sunlight. In the event of interactions, RF radiation with other environmental agents may cause synergistic or antagonistic effects. This would result in an increased risk of negative health consequences. For example, co-exposure to RF radiation and sunlight could increase the risk of developing skin cancer and exacerbate other skin conditions like acne.
