8-Hüküm almış suçluların mirasçıları miras hakkından yoksun bırakılmayacaktır.
9-Devlet memurlarına maaş bağlanacaktır.
10-Rüşvet ve kayırma cezalandırılacaktır.
11-Başta padişah olmak üzere bu ilkelere bağlı kalacaklarını belirtmek için tüm devlet ileri gelenleri ve ulema yemin edecektir.
